The forum "Microelectronics 2024" is being held on the federal territory "Sirius" from September 23 to 28. The event brought together more than 3,000 representatives of microelectronics and related industries.

One of the business events of the forum was a plenary session on the topic of state policy in the field of electronics. The President of the Russian Academy of Sciences, Academician Gennady Krasnikov , acted as the session moderator.
Opening the meeting, he emphasized that almost all proposals voiced during the previous forum had been implemented. Gennady Krasnikov proposed to continue this practice and formulate ideas for further development of the industry, which would then be sent to the Russian Government.
At the meeting, Deputy Minister of Industry and Trade of the Russian Federation Vasily Shpak presented the results of work on the development of the industry and spoke about the challenges facing microelectronics until 2030. According to the Deputy Minister, over the past four years, a number of strategic documents have been adopted, multiple growth in funding and a variety of support instruments have been ensured, and the production of electronic products in Russia has grown by 1.6 times.
"By the end of 2023, electronic products, including components and equipment, worth 2.63 trillion rubles were manufactured in our country ," added Vasily Shpak. At the same time, the shortage of employees in the industry by 2030 is estimated at 50 thousand people, the speaker noted.
He particularly noted the growth in the diversity of Russian products - by the end of 2023, more than 18 thousand items were registered in the register, in 2024 - already 27 thousand. "Russian laptops and tablets are no longer a luxury item, they are an everyday thing. Many brands have become competitive not only in quality, but also in price compared to foreign analogues ," added Vasily Shpak.
According to the Strategy for the Development of the Electronic Industry until 2030, the main goal of the work is to achieve technological sovereignty. "The main indicators of achieving the goal are continued growth of the industry to 6.3 trillion rubles per year; meeting domestic needs with electronic products by at least 70%; ensuring sovereignty in the field of resources and means of production and mastering technological standards of 28 nm and below in industrial production; mastering new materials ," said the Deputy Minister.
Speaking about government support measures, Vasily Shpak noted that the Russian Ministry of Industry and Trade alone is implementing more than 500 projects in the field of microelectronics, 100 of which are at the commercialization stage. Another 240 projects are being implemented by development funds and institutes.
In addition, tax incentives are a significant measure of support for the industry. More than 600 electronics manufacturers already use them.
Budgetary financing of the industry in 2020-2024 amounted to about 430.4 billion rubles. "We will continue to finance new projects in electronic engineering, materials, and CAD that are important in terms of achieving technological sovereignty . "
The Russian Academy of Sciences and Gennady Krasnikov personally provide methodological support for the projects, “providing invaluable advisory assistance,” said the Deputy Minister.
He also spoke about plans for the development of the industry. For example, experiments are currently underway on marking with identification tools for certain types of electronics industry. "We are recording many cases of counterfeit products. If previously they counterfeited foreign products, now they counterfeit Russian ones. Marking will allow us to fine-tune support measures for the development of production ," Vasily Shpak explained.
In addition, the ministry is working on creating a master plan for the development and deployment of electronics production forces. "Quality planning is based on reliable and complete information. Here, we should be helped by a comprehensive inventory, which will help each organization find optimal applications for its competencies ," he added.
Also, during the plenary session, industry representatives asked the Deputy Minister of Industry and Trade of the Russian Federation pressing questions. For example, Gennady Krasnikov asked how the ministry treats such a tool for attracting capital to the industry as an IPO. "There is something for regulators to think about here, represented by the Ministry of Economic Development of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation, as an industry regulator. We must try all existing methods of attracting investment ," Vasily Shpak answered.
The experts were also interested in issues of filling the market with equipment with a low degree of localization, investments in the production capacities of manufacturers of special technological equipment for electronic engineering, the role of the Ministry of Industry and Trade of the Russian Federation in stimulating the acquisition of domestically produced equipment, and others.
