One of the key business events of the first day of ExpoElectronica 2025 was the opening ceremony of the international exhibitions ExpoElectronica 2025 and ExpoCifra 2025.
Yuri Plyasunov , Director of the Department of Radio-Electronic Industry of the Ministry of Industry and Trade of Russia, spoke at the ceremony . As the speaker stated, the ExpoElectronica exhibition unites manufacturers of electronic components, devices and other solutions, and helps develop cooperation from year to year. "The growth of 61% in the regulated segment has already amounted to 61%. The window of opportunity for market players is being transformed today, and, in my opinion, based on the results of the exhibition, we will need to answer an important question: is the industry ready for the probable return of Western companies?" - added Yuri Plyasunov. In conclusion, he wished the participants of ExpoElectronica and ExpoCifra new cooperation ties and products in the portfolio, as well as to acquire suppliers and contractors.
Svetlana Legostayeva , CEO of the Consortium "Computing Technology", gave a welcoming speech . In her speech to participants, visitors and organizers, she emphasized that despite the possible return of companies that had previously left the market, it is important to take into account the large number of new local market players, which proves that a huge step forward has been made towards technological sovereignty.
Evgeny Aleksandrovich Dudorov , Executive Director of JSC NPO Androidnaya Tekhnika: “Robotics is the driver of technology development all over the world, and this has become possible only thanks to the development of electronics and microelectronics. The Ministry of Industry and Trade has already taken measures to support the development of robots in the Russian Federation. We believe that creating our own solutions on a domestic component base is a promising step, and we are ready to build our own cooperation chains. The moderator of the event was Leonid Kessarinsky , PhD, Deputy Director of the Certification and Testing Center for Information Security and Information Protection Systems of the Institute of Intelligent Cybernetic Systems of the National Research Nuclear University MEPhI.

According to Leonid Kessarinsky, it is important to ensure a controlled trusted life cycle of DIMS, with the basic power of attorney being laid down at the stages of "Manufacturing", "Delivery", "Operation". Modern microcircuits are the result of broad cooperation of life cycle participants with a narrow specialization, which cannot be reliably verified in the "black box" mode.
Dmitry Vladimirovich Gogolev , Deputy Chairman of TC 167, spoke about the work on standardization of TC 167 in the field of trusted PACs. "The committee's activities are to form a regulatory landscape in the field of critical information infrastructure," the speaker said. He also spoke about the composition of the committee, which includes more than 60 organizations: PAC users, manufacturers, PAC software developers, scientific institutions, and regulators. The committee also includes several working groups, including groups for working with software, electronic design bureaus, and others.
According to the expert, the trusted PAC must meet the following requirements: technological independence of the critical information infrastructure, security, functionality and reliability. During the report, the speaker shared the results of the standardization work in 2024, spoke about the planned standardization work for the current period and described the voluntary certification system of trusted products and processes of the SDS "KII-SERT". The key task is to ensure the technical independence of the critical information infrastructure of the Russian Federation in accordance with Presidential Decree No. 166 of 2022.
Another speaker at the session was Ivan Aleksandrovich Pokrovsky , Executive Director, Association of Developers and Manufacturers of Electronics. He referred to the following as the main areas in terms of the transition of critical information infrastructure to trusted PACs:

One of the key points is that it is important to achieve mass demand for Russian microprocessors.
As Sergey Shumilin , PKK Milandr, added during the event, a civilian segment base should be formed, on which special microelectronics will be based. 90% of Russian microcircuits are sold for a special market, 10% - for the civilian market, in contrast to the global trend. "We will have to move towards the same model," the expert concluded.
He also pointed out that the division into product specializations in the company allows the business to move forward and avoid unjustified competition with potential partners.
Andrey Grigorievich Tyslenko , head of the experimental research company specializing in complex organizational consulting, Faisom-Laboratory, spoke to the audience . The speaker talked about staff turnover, including statistics, reasons and ways to reduce it using the example of microelectronics enterprises in 2024.

// The third problem is that the lowest sales figures are shown by technical specialists, so cooperation between two employees is needed: a “hunter” and a technical specialist who knows all the nuances about the product.
The expert also added: "It is important for HR to apply instrumental diagnostic skills in companies. The problem is the unpreparedness of senior management for changes. 9 out of 10 do not have specialized training as managers, i.e. basic professional training."
Andrey Tyslenko emphasized the role of the system of economic incentives for managers and the formation of a personnel reserve for them. Thus, as the speaker said, HR should prescribe the procedure for replacing managers and possible sanctions in relation to top management.
Moreover, the expert said: “quality” HR knows how to retain and monitor personnel, control and quickly redistribute the workload of departments, and also knows how to use mechanisms for working with social anchors: costs for minor repairs, fuel and lubricants in accordance with the normative procedure, costs for maintaining health, etc.
One of the main events of the first day was the session "Electronic industry in the context of global challenges". Here are quotes from the speakers. We see our mission in filling the gap in the engineering school. The industry must help the state prepare personnel, this is important for achieving technological sovereignty. Svetlana Sergeevna Legostayeva , CEO of the Consortium "Computer Engineering": "For five years of the Consortium's existence, we have supported the idea of interaction between the industry and the government, but it is important to adjust this tool in accordance with the current situation. Today, the Consortium has 13 areas of the industry, including personnel training. Companies have launched an impressive number of production facilities, and over five years we have come to conclusions on how to organize work with regulators and business participants . "
Arseniy Valerievich Brykin, CEO of the Association "Consortium "Basis": "We managed to unite serious expertise and activity around the basis of electronics development. At the moment, we are working on the regulatory framework for companies to enter the domestic market and stay there . "
Afterwards, the speaker spoke about the importance of holding competitions from the point of view of personnel development, including the "Russian Engineering Competition" initiative based on the consortium.
Olga Alekseevna Kozhukhovskaya , CEO of ANO "Printed Circuit Board Consortium": "The Russian printed circuit board market remains small in comparison to the global market. The number of technological solutions in this area is growing, including the volume of investments. It is important to focus on marking, which allows tracking the chain - from the moment of product creation to its sale . "
Evgeny Ilyich Borisov , partner and co-founder of the private investment company KAMA FLOW, spoke about the investment attractiveness of the segment from the side of a venture investor: “State support for the electronics industry is critically important: through the regulator, market protection, and in the fiscal part.”
Denis Borisovich Kravchenko , First Deputy Chairman of the State Duma Committee on Economic Policy: “Since 2023, the Duma has adopted more than 20 federal laws in the industrial sector; at the end of 2024, a law on the technological industry and on the accelerated development and implementation of innovations was adopted. As representatives of the authorities, we are ready and open to dialogue, actively involved in issues of technological development, and constantly monitor programs dedicated to the creation of an institutional and regulatory environment for the accelerated development of the Russian Federation. Attention is also paid to solving the problem of personnel shortages - we are holding discussions with departments and hope for early results . ”
In response to the moderator's question, some industry representatives noted that they felt threatened by the potential return of Western companies.
Also during the session, the problem of financial burden on instrument makers as the most vulnerable link in the chain was highlighted. Thus, it is important to ensure protection of the market and demand for products from regulators.

During the session, Gulnara Khasyanova , CEO of JSC Mikron, Consortium Telecommunication Technologies, spoke. According to her, new support measures should correlate with the previous ones. On the one hand, an incentive was given to equipment developers - sales of domestic equipment increased significantly, developers began to capture the share. At the same time, in order to use the EKB, time is needed for its testing, a certain continuity, filling the measures with financing. All these conditions will allow maintaining the trust of companies engaged in development and production.
Svetlana Legostayeva , CEO, spoke on behalf of the Computing Engineering Consortium : “It is important to hone the mechanisms of information exchange and its digitalization in practice. As for the issue of labeling, it was previously considered a symbol of quality and belonging to domestic products, then - as a measure to combat counterfeiting. Now we understand that labeling is needed by the entire industry as a whole. The need for it as a tool has only increased. In addition, it is labeling that allows us to solve the issue of obtaining reliable statistics.”
Alexey Kusakin , Deputy Director of the Scientific and Research Center for Development of the Russian Electronics, Federal State Budgetary Institution "VNIIR", spoke about the regulatory framework of the industry, namely about the project to transfer integrated circuits to a point system. This step was taken to support integrated circuit manufacturers and put a barrier to unscrupulous colleagues.
Alexey Mostovshchikov , member of the General Council of Delovaya Rossiya and CEO of the ANO “Digital Development Agency,” spoke at the round table .
